      社会组织参与乡村振兴的潜力已经形成共识,但作为外来力量如何与乡村在地主体建立稳定、有效、可持续的合作关系是现实中面临的重要挑战,关于社会组织如何推动乡村生态保护从外部依赖转向内生可持续发展的机制研究仍较为薄弱。本文将乡村环境视为复杂社会-生态系统,从适应性治理视角分析社会组织激活村庄内生发展动力的多层次路径与动态过程。研究发现,外源型社会组织推动乡村环境内生保护动力的路径呈现“卷入-吸纳-赋权-激活”的特征:社会组织在操作层次通过信任将行动者卷入合作网络,在社群层次通过赋权、吸纳提升行动者合作意愿和能力,进而在制度层次激活适应性情境下的集体行动。这种从“输血型”帮扶向“造血型”支持的转型,凸显了社会组织在推动乡村振兴和生态环境治理中的关键作用。这种“社区自助—协同供给”的环境治理模式形成了乡村振兴的新内源型发展路径,可推动乡村治理的现代化转型。

      The potential of social organizations in promoting rural revitalization is widely recognized. However, establishing stable, effective, and sustainable partnerships with local entities remains a significant challenge. Moreover, research on how these organizations can shift rural ecological conservation from external dependence to endogenous sustainability is still underdeveloped. This study views the rural environment as a complex social-ecological system and employs an adaptive governance framework to analyze the multi-level pathways and dynamic processes through which social organizations activate endogenous development within villages. The findings indicate that exogenous social organizations facilitate the development of internal protective forces in rural areas through a process characterized by "engagement—absorption—empowerment—activation." At the operational level, these organizations foster trust to involve stakeholders in collaborative networks; at the community level, they enhance stakeholders' willingness and capacity for cooperation through empowerment and absorption; and at the institutional level, they stimulate collective action within adaptive contexts. This transition from "blood transfusion" poverty alleviation to "hematopoietic assistance" institutional support highlights the pivotal role of social organizations in advancing rural revitalization and environmental governance. The "community self-help—collaborative supply" model of environmental governance introduced herein offers a novel endogenous development pathway for rural revitalization and contributes to the modernization of national governance.
