改革开放后中国的农业获得了长足的发展，但也面临着三农问题的严峻挑战，而以维护小农利益为根本目标的日本农协综合性合作社发展路径非常值得研究与借鉴。本文首先整理了近年有关日本农协发展模式及其改革的研究。为了理解日本农协综合性的特点，也对于其超过一百年的发展历史进行简要回顾。之后，重点介绍和分析近年在新自由主义潮流下以修订《农协法》为契机所展开的改革及其影响，并通过对于丰田农协的实际调研考察改革给地方基层农协带来的实际变化。最后，通过总结日本农协发展与改革的特点，以启示中国农业合作经济的发展，认为发展综合性农业合作社，尤其是构建内生型合作金融体系，是保障农民利益与自主性解决三农问题的有效路径。

英文摘要:

After the reform and opening up, through the joint production contract responsibility system and the two-tier management system that combines centralization and decentralization, China's agricultural production has achieved considerable development, but it also faces severe challenges, then comprehensive development path of the Japan agricultural cooperative, which has the fundamental goal of safeguarding the interests of small farmers, are worthy of study and reference. This paper will first summarize the research on the development model and reform of JA cooperatives in recent years. In order to understand the comprehensive characteristics of JA Cooperatives, briefly review its development history of more than one hundred years. After that, focuses on introducing and analyzing the reforms and their impacts that have been launched in recent years under the trend of neoliberalism with the revision of the "Agricultural Cooperative Law". It also examines the actual changes brought by the reform to local agricultural cooperatives through actual research on Toyota JA. Finally, by summarizing the characteristics of the JA Cooperatives and its reform experience, in order to inspire the development of agricultural cooperatives in China. It is believed that the development of comprehensive agricultural cooperatives，especially the construction of an endogenous cooperative finance system，maybe is an effective way to protect the interests and autonomy of farmers and solve the problems of rural areas.
