| 农户对农业产业的参与和利益分享是农业产业振兴的重要目标,以“企业+农户”为主要模式的农业产业化路径被认为是带动小农户发展的有效路径,但是在实践中,农户并不是只有通过企业这个中介才与产业发生联系。通过对山东寿光和建宁制种业的考察发现：农户家庭经营的劳动力投入优势、技术优势和资本优势对特色农业的发展尤其重要,并由此形成了特色农业产业发展中的小农经营体系优势,进而在产业内形成对企业化经营方式的竞争优势、在全国范围内形成对其它类型产业体系的竞争优势,最终形成了以小农经营体系为基础的产业体系。农户与产业间是相互促进的关系,农户经营的方式使产业体系更具对冲风险的能力、更具稳定性和韧性,产业的发展又不断促进农户技术、能力、资本等的提升,增强农户的生存力和竞争力,两者形成螺旋上升的促进机制。农户经营的优势可直接建构农业产业体系,促进农业产业的发展。通过对农业企业的扶持来促进产业的发展和农户的增收并不是唯一路径,直接围绕产业展开服务性支持会同样有效。 |

| Farmers" participation and benefit sharing in the agricultural industry is an important goal of the revitalization of agricultural industry. The path of agricultural industrialization with "enterprise + farmer" as the main model is considered to be an effective path to promote the development of smallholder farmers. However, in practice, farmers are not only connected with the industry through the intermediary of enterprises. By the investigation of Shouguang and Jianning seed industry in Shandong, it is found that: through the advantages of family labor input, technical advantages derived from experience accumulation, capital advantages formed by diversified financing channels, and stability advantages of diversified anti-risk strategies, the smallholder operation system has formed an advantage in the development of characteristic industries, in addition, the inhibition of the enterprise operation mode will be formed within the industry, and the inhibition of other types of industrial systems will be formed nationwide. Finally, an industrial system based on the smallholder operation system is constructed, that is, the advantages of farmer operation can directly construct the agricultural industry system and promote the development of agricultural industry. It is not the only way to promote the development of industry and increase the income of farmers by supporting agricultural enterprises. It would be more effective to provide service support directly around the industry. |
