| 厘清乡镇政府负担的生成机制是为基层减负增能，进而实现基层有效治理的关键所在。已有研究对乡镇政府负担问题背后的国家逻辑关注不足。本文基于国家政权建设理论，沿着国家—乡镇政府—基层群众的三层分析思路，建构起理论分析框架对这一问题进行回答。通过H省Y市石镇的个案研究发现：在国家政权建设进程中，国家在通过多中心工作模式型塑与基层服务型政府建设两条路径显著提高对乡镇政府的监控强度，保障国家意志与基层群众诉求有效实现的同时，也由于内嵌其中的“功能强化”与“治权弱化”机制的内在紧张，最终导致乡镇政府负担的生成。乡镇政府负担的生成与存续意味着在国家、乡镇政府与基层群众三者之间的利益关系中，乡镇政府正处在一种相对弱势的地位，其自身的正当利益受到损害。 |

| To clarify the generation mechanism of township government burden is the key to reduce the burden and increase the energy of the grassroots, and then achieve effective governance at the grassroots level.Existing studies have paid insufficient attention to the state logic behind the problem of township government burden .Based on the theory of state power construction, this paper constructs a theoretical analysis framework to answer this question along with the three-tier analysis thinking of state - township government - grassroots masses.Through the case study of Shi Town, Y City, H Province, it is found that: In the process of state power construction, the state significantly improves the intensity of supervision over township governments through the two paths of multi-center work mode molding and grassroots service-oriented government construction, and guarantees the effective realization of the state will and grassroots people's demands. At the same time, due to the inherent tension of the embedded mechanism of "function strengthening" and "governance weakening", the burden of township governments is eventually generated.The generation and continuation of the burden of the township government means that the township government is in a relatively weak position in the interest relationship among the state, the township government and the grassroots people, and its own legitimate interests are damaged. |
