| 乡村产业是乡村振兴的关键，开发乡村产业极其依赖政企合作。利用乡村本土资源，以政府的权力、项目或组织资源为杠杆，引导企业投入研发、生产和销售资源，是当前开发乡村产业的主流模式之一。政企负责人之间的非正式关系、差序格局及伦理原则为政企合作开发乡村产业提供了成功的社会基础。以湖南省B县黄金茶产业开发为例：B县黄金村拥有优质的黄金茶种质资源，但政府多年努力未能成功开发为地方优势特色产业。后通过非正式关系引入大型茶企C公司，政企合作成功开发黄金茶产业。研究发现，政企合作深度嵌入在非正式关系中，依靠非正式关系选择合作对象和确定合作内容；政企合作存在差序格局，依靠非正式关系形成的“差序”网络结构解决合作障碍；政企合作受伦理原则支配，“家国情怀”伦理原则支持的非正式关系提升政企合作境界。实施乡村产业振兴战略，除在产业政策上给予扶持之外，还需要理顺政企合作的社会基础，充分利用政企负责人的社会资源，激发乡村产业开发的内生动力。 |

| Rural industries are the key to rural revitalization, and the development of rural industries is extremely dependent on government-enterprise cooperation. Utilizing rural local resources and leveraging government power, project or organizational resources to guide enterprises to invest in R&D, production and sales resources is one of the current mainstream models for developing rural industries. The informal relationship, differential pattern and ethical principles between government-enterprise leaders provide a successful social foundation for government-enterprise cooperation to develop rural industries. Take the development of the golden tea industry in County B, Hunan Province as an example: Golden Village in County B has high-quality golden tea germplasm resources, but the government has been unsuccessful in developing it into a local advantageous characteristic industry after years of efforts. Later, a large tea company C Company was introduced through informal relations, and the government-enterprise cooperation successfully developed the golden tea industry. The study found that government-enterprise cooperation is deeply embedded in informal relationships, and relies on informal relationships to select cooperation objects and determine cooperation content; government-enterprise cooperation has a differential pattern, and the "differential" network structure formed by informal relationships solves cooperation obstacles; Government-enterprise cooperation is governed by ethical principles, and the informal relationship supported by the ethical principle of "feelings of home and country" enhances the state of government-enterprise cooperation. To implement the rural industry revitalization strategy, in addition to providing support in industrial policies, it is also necessary to straighten out the social foundation of government-enterprise cooperation, make full use of the social resources of government-enterprise leaders, and stimulate the endogenous power of rural industry development. |
