| 本文以防疫事件为载体，呈现非常态情境下基层防疫政策的执行过程与乡土社会的反应机制。研究发现，虽然防疫具有上下目标一致、利益高度关联的特点，但乡村社会仍呈现出不一致的偏差反应。一方面，防疫政令从国家逐级下达地方，基层社会则根据“政策的适用性程度”和“执行压力的变化”进行转译，在层级压力下不断加码，又在乡村现实与民情下再次解码。另一方面，乡村社会的日常生活虽是正式制度的改造对象，同时也是防疫制度赖以实施的文化环境。制度的边界在日常生活的实践中也不断地被拓展和改变，呈现出封闭中聚集，静止下流动的复杂展演。上述过程不同于以往国家与村落社会差异性目标取向下的偏差逻辑，而是在总体目标一致下正式制度与日常生活勾连和互嵌中生产的共享地带。这一中间地带的生成看似在消解彼此原生的逻辑，实则是构建彼此勾连的路径。对这一过程的深描与诠释构成了我们理解正式制度与日常生活相互嵌入的行动逻辑与变动机理，更有助于我们把握正式制度的总体性建设方向及其引导日常生活重塑的机制。 |

| This paper takes epidemic prevention events as the carrier, presenting the implementation process of epidemic prevention policies at the grass-roots level and the reaction mechanism of rural society. The study found that although epidemic prevention is characterized by the same goals and highly interrelated interests, the rural society still presents the deviation response. On the one hand, the decree of epidemic prevention is issued from the national level to the local level, and the grassroots society is translated according to "the degree of applicability of the policy" and "the change of the implementation pressure", under the pressure of the hierarchy, the code is constantly increased, and it is decoded again in the reality of the rural reality. On the other hand, although the daily life of the rural society is the object of the reform of the formal institution, it is also the social basis on which the epidemic prevention institution is implemented. The boundary of the system is also constantly expanded and changed in the practice of daily life, presenting the complex performance of aggregation in the closed area and flow in the static situation. The above process is different from the deviation logic under the different goal orientation of the state and village society in the past, but the shared zone of production in which the formal institution and daily life are interlinked under the same overall goal. The generation of this intermediate zone seems to be dissolving the original logic of each other, but in fact, it is a path to build the connection between each other. The deep description of this process constitute the action logic and change mechanism that we understand the mutual insertion of formal institutions and daily life. It is helpful for us to grasp the overall construction direction of the formal institution and the mechanism to guide the reconstruction of daily life. |
