| 文章基于复杂政策执行的“模糊—冲突”分析框架,分析了国家扶贫工作重点县C县两项制度由虚假衔接向实质衔接的转变历程。扶贫开发与农村低保是贫困治理复杂政策中的两项子政策。脱贫攻坚初期,两项制度由于高层级模糊性与冲突性呈现为象征性执行,并由于高协同模糊性与冲突性而表现为虚假衔接。随着贫困治理体系化程度的提升,中央政府通过建构“顶层设计冶削减两项制度的协同模糊性与层级模糊性,并通过强化地方政府的层级性权威弱化了两项制度的协同冲突性与层级冲突性,最终推动两项制度迈入实质衔接。由于“高位驱动”的行政政治化扮演着关键角色,协同模糊性与层级模糊性的削减相对滞后,两项制度的实质衔接仍需深化。 |

| Based on the ambiguity-conflict framework of complex policy implementation, this article analyse two policies changed from false connection to substantive connection in the national key poverty alleviation county C. Poverty alleviation and rural subsistence allowances are two sub-policies in the complex policy package. In the early days of poverty alleviation, the two policies were symbolically implemented due to high-level ambiguity and conflict, meanwhile, they were falsely connected due to high ambiguity and conflict. Along with the improvement of the systematization of poverty governance, the central government reduced the synergistic ambiguity and level ambiguity of the two systems by constructing “top-level design”. They weakened the synergistic conflict between the two systems by strengthening the hierarchical authority of local governments. The level of conflict sultimately pushing the two systems into a substantive convergence. Because the administrative politicization of “high-level driving” plays a key role, the reduction of synergy ambiguity and ambiguity of hierarchy is relatively lagging. Moreover, the substantive connection between the two systems still needs to be deepened. |
