| 政府与社会组织的关系是社会治理领域的重要议题。在贫困治理中，政府与社会组织的关系随着经济发展、社会结构的变化而变迁，从“控制—依附”关系向“合作—自主”关系，再向“对称性互惠”关系变迁。本文论述了贫困治理中政府与社会组织关系的发展历程，分析了不同阶段政府与社会组织关系的特点、原因、影响及效果，探讨了政府与社会关系的走向。 |

| The relationship of government and the social organization is an important issue in the field of social governance. In the poverty governance, Relationship between the government and social organizations as the change of social structure, from the control and attached type of relationship to cooperate and independenttype of relationship, to reciprocity symmetry relations change. This article expounds the poverty governance in the development of relationship between government and social organizations, analyzes the different stages of the characteristics of the relationship between government and social organization, cause, influence and effect, discusses the trend of the relationship between the government and the society. |
