      开展第三方评估是精准扶贫实践中一项具有深远影响的政策措施。第三方评估与政府内部绩效评估的约束条件及行为取向存在很大差异,其实际作用也判然有别。第三方的介入改变了分权治理模式之下中央政府的信息劣势,为贫困人口将相关意见有效反馈给中央政府提供了新渠道;同时改变了地方政府的行为逻辑,驱使其主动了解、回应贫困人口的发展诉求。这为贫困人口发挥贫困治理的主体作用开辟了新空间,构成了一种具有中国特色的贫困问题民主治理模式。
英文摘要:
      Carrying out third-party evaluation is a policy measure with profound influence in the practice of targeted poverty alleviation. There are significant differences between third-party evaluation and government internal performance evaluation in terms of constraint condition, behavior orientation and practical effect. The involvement of the third party has changed the information disadvantage of the central government under the decentralized governance model, and provided with new channels for the impoverished population to effectively give feedback to central government; meanwhile, it has changed the behavior logic of local government, so as to drive its initiative to understand and respond to the development demands of the poor. Therefore, it has opened up a new space for the impoverished population to play the principal role of poverty governance and constituted a democratic governance model of poverty with Chinese characteristics.
