| Since the establishment of basic state strategy of Precision-Targeted Poverty Reduction, the Chinese poverty reduction systems and mechanisms have experienced fast innovation and transformation, which have been put into practice since 2016. The main features of current Precision-Targeted Poverty Reduction systems are leadership by the Party and the government, administration by joint forces and graded liability between governments, and broad social participation. Precision-Targeted Poverty Reduction mechanisms are summarized in six aspects, which aim at solving problems of targeting and accomplishing poverty reduction missions. With reference to the needs of Campaign of Poverty Reduction, there still exist a lot of problems with the current systems and mechanisms of Precision-Targeted Poverty Reduction, which are analyzed in five aspects. Further, five suggestions are put forward in order to improve the current systems and mechanisms of Precision-Targeted Poverty Reduction, including renewing the current poverty identifying mechanism, deepening and strengthening the county-based poverty-reduction liability system, securing direct poverty-reduction human resources input, and welfare compensation for those relative poor population close to poverty line. |
