中文摘要:

农村老人、妇女、儿童、残疾人等弱势群体人口规模大、贫困程度深，农村弱势群体的精准脱贫是打赢整个脱贫攻坚战的关键。本文总结了农村弱势群体的贫困特点，分析了农村弱势群体减贫政策的演变及其效果，提出了提高农村弱势群体减贫政策瞄准精度，分类实施农村弱势群体帮扶措施、拓展农村弱势群体收益来源，促进农村弱势群体的社会参与，健全农村弱势群体社会支持网络的政策建议。

英文摘要:

Due to the vulnerable groups including the aged, women, children and the disabled with large scale and deeply degree of poor population, it is the key elementtorealizeovercomingpoverty of the wholeaccurately.Based on summarizing the poverty characteristics of rural vulnerable groups, and analyzing the evolution and the effect of poverty reduction policies at the same time, this article proposes some countermeasures including enhancing the pointing accuracy of poverty reduction of rural vulnerable groups, implementing assistance measures of rural vulnerable groups in classifications, expanding the income sources of rural vulnerable groups, promoting the social participation of rural vulnerable groups, and perfecting social support network of rural vulnerable groups.
