| 精准扶贫战略提出以后，理论界和实践界对于精准扶贫与片区攻坚的关系应如何把握而产生了不少困顿。连片特困地区这一提法早已有之，经过一系列的政策演变，在区域发展和减贫方面也取得了非常显著的成效，但仍需解决如何应对“经济新常态”下区域发展带动减贫效应的削弱、进一步提升片区攻坚减贫效率、多维贫困问题、消解片区的贫富分化、协调发展等一系列问题。解决这些问题的关键在于实现精准脱贫精准扶贫与片区攻坚融合发展，具体而言就是要以区域发展为视角、提升片区定位精准度，以多维贫困为视角、提升减贫内涵精准度，以精准扶贫为视角、提升脱贫手段精准度，构建精准扶贫与片区攻坚融合推进的新机制。 |

| Manycontroversyand confusion onhow to handlewell the relationshipbetween accurate povertyalleviationand thehardest stage forthe piecearea in the theories circle and practice circle,sincethe Chinese Government have raised the new strategy of accurate poverty alleviation and elimination.Aftera series of policy evolution, the old wording “concentrated contiguous impoverished areas”, still madeextraordinary effects on regional development and poverty alleviation. However,issueslike improving theefficiencyof poverty alleviation,multidimensional povertyproblems, easing the differentiation between the richand poorarea and realizing regional coordinated developmentremain unsolved.Authors believedthat the key tosolvetheseproblemsabove, was toconstruct a new mechanismcombinedwithaccurate poverty alleviation and elimination,andreform in the piece area.To be specific, bytheperspective ofregional development, multidimensionalpovertyandaccuratepoverty alleviation,improvingthe accuracy inpiece areapositioning,poverty reduction connotation and the path of poverty alleviation respectively. |
