| 农业文化遗产具有生产功能、生态功能、社会功能和文化功能等多功能价值。农业文化遗产
的多功能价值为农村三次产业融合发展提供了良好条件。当前,遗产地在产业发展和融合过程中面临
着农业生态系统的脆弱性、农业产业规模的弱小性、农户参与保护的不足性、相关扶持政策的薄弱性等问题。农业文化遗产地产业融合发展要以保护优先,合理利用,政府引导,政策扶持,企业主导,市场运作,多方参与,惠益分享为基本原则,处理好遗产保护与经济发展,农户生计与产业发展,本地居民与外部工商资本的关系。加强规划引导,发挥政府作用,建立多方参与机制,提升产业融合的层次与水平。 |

| Agricultural heritage hasmulti－functional value, including productive function, ecological function, social and
cultural functions. The multifunction of agricultural heritage laid a good foundation for rural development and integration of
three industries. At present, the sites of agricultural heritage were facing multiple challenges, such as vulnerability of agricultural ecosystem, small-scale agriculture industry, inadequate participation of farmers and weakness of relevant supporting
policies. Industrial development and integration in agricultural heritage sites gives priority to protection, and also rational utilization, government guidance, policy support, enterpriseled, market operation, multistakeholders involvement, benefit
sharing should be as the basic principle. Therefore, authors suggestedresources and ecosystem protection should be bothstrengthened, moreover, the level of industrial development and integration should be improved. Government need toincrease policy support and participatory mechanisms should be established. |
