中文摘要:

认识和理解留守儿童问题，需要区分以下四个层次：作为日常生活中具体、生动的儿童个体的留守儿童；作为一种社会现象的留守儿童群体；对于留守儿童这一社会现象形成的公共意识；围绕留守儿童而形成的社会支持行动体系。四个方面具有时间上的线性关系，并且构成一个相对完整的逻辑链，同时受到权利和义务所关联的社会正义原则的约束。但在实际过程中，四个方面往往存在逻辑上的断裂，从而构成留守儿童社会支持行动体系的内在问题。要解决这一问题，需要四个层次的逆向回归，并以留守儿童的真实性作为社会支持行动体系的成立前提，而社会公共意识层次可以作为行动的参考和行动合理化的来源，但不能成为对社会支持行动体系的劫持。

英文摘要:

If social justice is positioned as a leading principle, it seems obligatory to transform emotional care for left behind children into the type of social care despite a difficult transformation between the two modes of care. There is immanently some discordance between social care and what an individual wants to invoke and select. If emotional care is to beseparated modestly from social care, or centering solely on the latter, the subject of left behind children would become lessspecular, and moreover, less differential than the category of children’s social welfare in general. Nevertheless, reorienting present care for left behind children toward children‘s social welfare in general implies a rational and inevitable choice,which also means an overcome of the practical partiality stemming from focus on left behind features. This necessitates left behind children‘s return to their normality as averaged children. A policy implication is to highlight children’s normality at front stage while setting their left behind features aside to back stage. Social support aiming at front stage of left behind children also will produce reintegration of the children into the worlds of parents, relatives and familiarities.
