| After the Agrarian Revolution,in order to meet the basic needs of the widowed ,the government launched the rural five guarantees policy in company with the agricultural cooperative movement.By tracing the formation,searching the cultural mentality,summing up the implementation process ,found that the evolution of rural five guarantees policy fully embodies the lasting and deep influence of the traditional values and institutional arrangement.In order to reach the goal,we must improve the institution?base on the traditional culture and the psychological identification and take account of the function of the state, the collective and individual. |
