| 长期存在的城乡二元经济结构以及区域间经济社会发展的不平衡性造成西部农村残疾人的民生保障与公共服务建设相对滞后。如何分析西部农村残疾人的社会保障与公共服务制度建设和基本现状是一个值得学术界关注但通常被忽视的领域。本文利用从各级残联部门收集到的文献资料以及在贵州省黔西南布依族苗族自治州收集的深度访谈资料尝试分析西部农村残疾人的社会保障与公共服务的制度建设、基本现状和存在的突出问题，并在此基础上提出改善西部农村残疾人的民生保障与公共服务的对策建议。 |

| Due to the long-lasting dualistic structure in China's urban and rural economy and the unbalanced socio-economic development between different regions, the improvement of disabled people's livelihood and public services in the western region of China lags behind. The institutional construction of the social security and public service system for people with disabilities in the western region of china is an important but often neglected research field. Drawing on quantitative dataset and policy documents collected from Disabled Persons' Federation at various levels and qualitative information collected in Buyi and Miao Autonomous Prefecture of Qianxinan, Guizhou Province, this article looks at the institutional construction, current situation and existing problems of the social security and public service system for people with disabilities in the western region and attempts to make suggestions for the improvement of disabled people's livelihood and public services in the western region of China. |
