| 农民专业合作社示范社的评选标准集中体现着政策对于我国合作社发展模式的引导。农民专业合作社示范社的评选一直都是以统一的政府文件为准(文中称“文件标准”)。然而,在示范社的逐级申报过程中,各地区又普遍存在着对文件标准的选择性遵从(文中称“实践标准”)。本研究在对全国东、中、西部部分示范社调研基础上,对文件标准和实践标准的关系及文件标准的实质作用进行了分析。研究发现,表面看来受到来自实践领域挑战的文件标准并未被简单地虚置。文件标准作为有效的技术治理工具,借由示范社评选中的名额分配方式得以成功推行。虽然实践标准普遍存在且获得了其合法性,但这种表面路径上的偏离不仅并未妨碍文件标准实际目标的达成,反而强化了其推行的必要性。 |

| Criteria of the model farmer cooperatives are key to show the expected development trend of farmer cooperatives in China.The Government provides a set of criteria, which are called “document criteria” in the study, to select model farmer cooperatives in China. Whereas, these criteria are only partly obeyed when implemented in different provinces. The variations of the document criteria are called “implemented criteria” in this research. Based on the investigation of model farmer cooperatives around China, the author analyzed the relationship between document criteria and implemented criteria, and the real role of the document criteria in governance. It shows that the document criteria are carried out by distributing quota of model farmer cooperatives to different regions and are regarded as an efficient policy instrument by government officials. The implemented criteria, which gain their legitimacy in public as well, contribute to achieving the goal of document criteria rather than ruin it. |
