| 文章通过对陕南王村扶贫移民搬迁四个阶段行动逻辑的分析发现,行政主导下压力型体制的威逼与普适性政策的诱导共同滋生了“背皮”搬迁的发生,从而导致精准识别的错位。另外,在搬迁过程中制度衔接的缺失与行政联合的缺场使扶贫治理陷入了碎片化的困境,背离了精准帮扶与精准管理的目标要求。最后,国家、地方政府、贫困户各自行动逻辑、制度选择与利益诉求的差异使扶贫搬迁陷于了一定的制度性逻辑困境之中,搬迁后的村民生计出现了一定的式微,威胁到了扶贫移民的可持续生计。针对扶贫移民搬迁政策执行偏差的问题必须从国家政策制定,扶贫治理体系构建以及扶贫移民的可持续生计等几个方面来完善制度建设。 |

| The article analyses the logic of poverty alleviation migration relocation in the four stages and finds that coercion of pressure system and the policy-induced of universality policy by executive-led, the two breeds masquerading. In addition, the lacks of system convergence and administrative joint in the process of relocation which led Poverty alleviation governance into Fragmented trouble and against the goals of precise support and precise management. Eventually. The differences in action logic, system selection and benefit demand of state, local governments and poverty family which led migration relocation into Institutional Logical Dilemmas. The livelihood of farmers become decay after relocation, it is a threat to Sustainable Livelihoods of Immigrants. The system construction must be carried out in policy-making, the construction of Poverty alleviation governance system and Sustainable Livelihoods of Immigrants. |
