| 传统农业向现代农业转变的过程要引入新的收入流，积极引导工商资本进入农业是构建新型农业经营体系，实现中国农业现代化的重要举措。而这一过程中，工商资本进入农业与土地流转之间存在怎样的关系，是值得思考的。本文从就业与保障视角进行研究，指出非农就业的增加会导致农民的分化，进而使农民对土地功能诉求发生改变，产生土地流转意愿。而工商资本进入农业会增加农民非农就业机会，提升农民非农就业稳定性以及社会保障水平。为此，本文建议：第一，在引入工商资本进入的地区，可以鼓励其进入农村职业教育与技术教育领域；第二，政府应该积极完善土地流转相关法规以形成成熟土地流转市场，并完善农村基本养老制度。 |
