| 该文基于新疆托克逊县的调研数据，对民族地区的农村合作医疗实施效果进行了研究。相关研究表明，农民参加农村合作医疗制度的积极性较高，参合率整体也较高；农民对农村合作医疗的了解认知水平较低，认知不足；农村合作医疗实施过程中，因人为及监管等原因导致报销情况不太乐观，报销比例较低；各级政府筹资比例不高，保障资金缺口较大。为此，建立和完善民族地区的农村合作医疗要做到：加强宣传力度，进一步提升农民参合的积极性；减少报销程序，提升服务质量，提高报销效率；加大力度改善基础医疗环境，不断提升医疗水平；不断加大政府财政投入支持力度。 |

| In light of the research data of Tuokexun county, this paper demonstrated the result of the implementation of the rural cooperation medical service in the regions inhabited by ethnic groups, The study shows that the farmers actively participated in the service and the participation rate is also high on the whole. But their knowledge and understanding of it was at a low level, so they didn’t know enough about it. Besides, during the process of the implementation, because of some human factors, supervision and some other reasons, the reimbursement of the medical expense is not so good at all, with a low rate of the reimbursement. At last,All levels of government financing ratio is not so high, which ensuring funding gap. So in order to establish and improve the rural cooperation medical service of the regions inhabited by ethnic groups, we would better do as follows: strengthen the publicity to improve the activeness of farmers’ participating; reduce the reimbursement procedures to improve the quality of service; intensify efforts to improve the basic medical environment and constantly enhance the level of medical treatment；continue to increase financial input in support. |
