| 农村残疾人福利权益支持状况是当前我国残疾人事业发展的薄弱环节。与经济发展现状相比，残疾人福利服务的发展还存在较大的滞后性，许多针对农村残疾人的服务仍然停留于基本保障阶段，距离福利性质还有不少差距。当前及未来一个时期内，秉承福利和平等两大价值理念，以救助服务为基础，以康复服务为主体，就业优先。在尽快完善现有制度的基础上，由当前的保障型向福利型转变，使农村残疾人充分享有各项惠农政策和社会福利支持。 |

| The rural disabled welfare rights support condition occupied a disadvantaged position in the current development of the cause of the Chinese disabled. Compared with economy growth, the development of welfare services for the disabled is still far behind. A large number of services for the rural area are remaining in the basic guarantee stage, which is a large gap from the welfare nature. The current and future development direction should be keeping welfare and equal value concepts, taking rescue services as a basis and rehabilitation services as a main part, and keeping employment in the priority position. Promoting current safeguard type to become the welfare type, which would make the rural disabled people fully enjoy the favorable policies and social welfare support, on the basis of improving current policies. |
