| 水资源短缺和政府配置公共资源效率低下是支持水资源商品化的两大主流话语。本文基于对水资源商品化争论和叙事的梳理,旨在揭示水资源商品化的实质及其运行机制,并在政治经济学分析的基础上对水资源商品化进行了哲学伦理反思。水资源商品化实质上是资本借助水危机和水短缺叙事的遮掩,在新自由主义的庇护下,利用商品的概念框架将水资源表征为“蓝金”,通过对自然公共资源的圈占和掠夺以完成资本积累的需要。以盈利为目的的私有化水供应难以确保公众的平等用水权。水资源的公共物品属性应得到重申,使水资源实现去商品化,让水供应回归公益。 |

| Water scarcity and low efficiency of government in public resource allocation are two main discourses as proponents of water commodification. Based on a review of debates and narratives on water commofication, this paper aims to disclose its underlying nature and mechanism. An analysis from a political economy perspective and philosophical reflection is further presented. Adopting the concept of commodity, water captured by neobliberlism is represented as blue gold. Under the pretext of water scarcity and water crisis, what water commodification meets is the demand of capital accumulation through the dispossession of nature. Moreover, privatized water supply is profit oriented and cannot guarantee equal water right. Water as public goods should be reclaimed and decommodified. |
