| 户籍制度改革的“正当性”已取得广泛认同，但改革本身在长期的实践过程中仍面临重重困境。对户籍制度的起源和功能、作用与影响、改革阶段、近期改革实践与困境，以及户籍制度及其改革的实践与研究进行了回溯和整理，以期更好地理解时下户籍制度改革方案的可行性，并认清真正贯彻实施户改政策所需要解决的问题，从而推动户籍制度改革实践。 |

| Though the legitimacy of reform on household registration system (HRS) has been widely accepted, there is still serious dilemma during the long-term practice of reform. We reviewed the past records of HRS reform and the relevant studies from four aspects: the origin and its function of HRS, its effect, different stages of reform, and the reform practice and the present dilemma. Based on this review, we can get a better understanding of recent proposed solutions with regard to HRS reform and the feasibility, and also a better understanding of the fundamental problems need to solve when fully implementing reform policies. |
