| 文章依据党的十八大提出的“加快形成政社分开、权责明确、依法自治的现代社会组织体制”的内涵意义和以党的十八届三中全会提出的“创新社会治理体制,激发社会组织活力”的论断及其相关研究为背景,通过借鉴西方学术界以“国家与社会关系”框架对社会组织的理论研究成果,同时梳理了中国社会组织的本土化研究进展,提出超越二元对立的“国家与社会良性互动”分析框架,阐释了构建现代社会组织体制的学理可能性,并结合北京社会组织建设管理实践分析了形成现代社会组织体制的现实基础和制约因素及其社会组织发展的内生机制,在此基础上提出构建现代社会组织体制的基本路径。 |

| This dissertation is following the connotative meaning of “to speed up the formation of modern social organization system to be independent from the government, with clear responsibilities and in accordance with rule of law”, which was put forward during the Eighteenth National Congress of the CPC. It also takes the claim of “to innovate the social governance system and stimulate the vitality of social organizations” (presented during the Third Plenary Session of the Eighteenth Central Committee of the CPC), and its related research as the background. The thesis uses theory research results about social organizations with the framework of “the relationship between nation and society” by the western academic circle as reference, and figures out the progress of localization study of social organizations of China, therefore presents the analysis framework of “the benign interaction between state and society” beyond the binary opposition. It also explains the possibility of science learning of constructing the modern social organization system, analyzes the realistic basis and restrict factors for the formation of modern social organization system and endogenous mechanism of social organization development according to the construction management practices of Beijing social organizations, and on these bases, puts forward basic paths of building a modern social organization system. |
