| 乡镇政权的特性嵌入在农村经济社会发展的具体时空场域中，“三维型乡镇政权”聚焦于新型城镇化进程中乡镇政权的职能角色及其动力源泉——行政考核目标与角色期望。运用田野工作、文献研究等方法，对贵州省桐乡的拓展个案研究发现，为协调推进城镇化与新农村建设，乡镇政权承担着“三维型”职能角色，即以经济项目建设为主的生产发展、以民事项目管理为主的公共服务、以“一票否决”事项防范为主的社会管理。引导并决定乡镇政权这种“三维型”职能角色的动因在于上级政权特别是县级政权为乡镇政权创设了由锦标赛机制、拉力赛机制和淘汰赛机制所构成的“三维型”行政考核目标与角色期望。这种“三维型”角色行为与“三维型”角色期望共同形塑了乡镇政权的“三维型政权”特性。 |

| The nature of township regime embedded in the specific space-time field of rural economy and society development. Three-dimensional township regime focused on functional role and its role expectations in the process of new urbanization. Methods of field work and literature research were used in the expanded case study on Tong Town in Guizhou Province. To promote urbanization and new rural construction coordinately in the process of new urbanization, township regime played a three-dimensional functional role constituted by growth production and economic projects construction, public service and livelihood projects management, social management and the prevention of one vote veto matters. The superior regime, especially the county regime, created three-dimensional mode of administrative goal assessment and role expectancy for township regime to guild three-dimensional functional role of township regime. Three-dimensional mode included tournament mechanism, rally mechanism and elimination mechanism. Three-dimensional township regime was jointly shaped by three-dimensional mode of role expectancy and three-dimensional functional role in the process of new urbanization. |
