| 扶贫瞄准是发展干预理论和实践中的一个重要组分，提高扶贫瞄准精度常被当作提高扶贫效率的一种途径。近年来，全球经济增长和扶贫速度趋缓，使得国际社会对扶贫瞄准的讨论升温。本文回顾了这一议题最初兴起的历史背景，总结了四种针对贫困个体的扶贫瞄准方法，并梳理了国外学者从技术、政治经济和社会文化层面对扶贫瞄准展开的反思。总之，扶贫瞄准不是一个简单的技术问题，不能仅由瞄准精度指标来衡量，瞄准精度与扶贫效率的关系需要根据具体的情境来探究。 |

| Poverty targeting is an important component both in the theoretical and practical field of development intervention. Securing the accuracy of poverty targeting is often considered as a way to improve the efficiency of antipoverty programs. In recent years, global economic growth and poverty reduction has slowed down, heating up international community’s concern and discussion on poverty targeting. This paper has introduced the historical background of this issue, summarized four types of individual targeting methods, and reviewed foreign scholars’ reflections on this issue from technical, political economic and social cultural perspectives. It is concluded that poverty targeting is not just a technical issue which is measured only by accuracy indicator. The relationship between targeting accuracy and antipoverty programs’ efficiency needs to be explored according to specific situation. |
