中文摘要:

结合十八届三中全会有关创新社会治理体制等重要议题,反思社会工作在灾后重建与社会治理中的理论基础、行动逻辑和经验实践,具有重要的理论和现实意义。文章以灾害社会工作介入农村社区生计发展为背景,认为社会工作是社会治理创新的重要内容和重要手段,进而构建了包括治理理念、治理主体、治理结构、治理路径和治理内容五位一体的社会治理创新分析框架,作为社会工作参与灾后社会治理的理论分析视角；进一步,从介入前提、组织载体、参与主体、实施路径和成效评估五个方面呈现了社会工作介入灾后农村社区生计发展的经验实践。最后,对社会工作参与社会治理创新实践的相关方面进行了反思,社会工作本土化、制度化、专业化、职业化进程仍然任重道远。

英文摘要:

Combined with the important issues of the Third Plenary Session of 18th about innovative social governance systems, this paper reflects on theoretical basis, action logic and practical experience of social work in the process of post-disaster reconstruction and social governance, and there are important theoretical and realistic values. Taking the intervention of disaster social work in rural community livelihood development as the background, this paper holds that social work is an important content and means of social governance innovation, then constructs the social governance innovation analysis framework of the five in one including governance concept, governance body, governance structure, governance path and governance content, and regards it as theoretical analysis perspective of social work involved in post-disaster social governance. Furthermore, the five aspects of intervention premise, organization carrier, participation body, implementing path and effectiveness evaluation presents practical experience of intervention of social work in post-disaster rural community livelihood development. Finally, this paper reflects on the relevant aspects of participation of social work in social governance innovation practice, and thinks that the process of localization, institutionalization, specialization and professionalization of social work is still a long way to go.
