| 根据对10省份近千网民留言的内容分析,发现各地网民在对公共事务的参与性上存在明显差异。更具参与性的留言关注领域也更加宏观和多元,一方面这些留言更加重视制度建设。另一方面,对少数群体权益的保护也在高参与性留言中得到体现。在申诉策略上,参与性留言显示出对话的平等性与建设性,也更具结构性和逻辑性,显示出参与式留言者的群体特征。基于民众与公共机构间关系的政治文化框架中,参与性留言体现了一种基于责任感和属地感情的更深厚的信任关系。 |

| According to the analysis on 10 provinces thousands of netizens message content, found that all users have the obvious difference in participation in public affairs. A more participatory message areas of public concern are more macro and multiple.On one hand, the message system pay more attention to the construction. On the other hand, also the protection of minority rights are embodied in the high participation message. In the strategy, participation message shows the equality and constructive dialogue, but also more structural and logical.This shows the group characteristics of participatory. Based on the framework of political culture and the relationship between public institutions, participation message reflects a deeper relationship of trust and responsibility based on territorial relationship. |
