| 近年来全球气候变暖,减少碳排放引起各国和各领域的高度关注。围绕“低碳”已经形成了从低碳、低碳经济、低碳发展到低碳发展公众参与演变的一组概念族。同时这种演变也是“低碳发展"科学体系的一步步深入,从自然科学认识下的减碳到低碳,开拓到经济学领域的低碳经济认识,再深入到
了管理学的低碳发展公众参与认识。低碳发展公众参与形成过程中呈现出多个主体的参与的特点,形式上也分为主动式参与、引导式参与、被动适应式参与三种。 |

| With the recent global warming, reducing carbon emissions has caused great concern throughout the world. The
concept “low-carbon"has already turned out to be a concept clan emphasizing social public participation and evolution of
low-carbon development from low-carbon, low-carbon economy and low-carbon development. Meanwhile, this evolution
represents a further development of “low-carbon development冶scientific system, which is from reducing carbon emission
within natural science knowledge to low-carbon concept, then moving to the knowledge of low-carbon economy in the field of
economics, and to social public participating low-carbon development in management area in the end. Authors found the
above evolution process gradually showed the characteristics of multisubject participation. Its had three manifestations including active participation, guided participation and passive adaptive participation. |
