| 文章针对近年出现的土地聚集（农业用地规模经营和集中宅基地）现象，从理论上对其带来的问题进行了归纳，强调了政府实施新制度的高成本。然后，借助对中外历史事实的系统与深入的反思指出，不论是从博弈还是克服制度变革成本的视角，近年趋向土地聚集的创新不能算作明智之举，土地制度应该按照既有的路径稳步前进。 |

| This paper pays attention to the phenomenon of rural land (included agricultural production land and rural residence land) accumulation happened in recent years, sums up the problems induced by the behavior of land accumulation, especially the problem of very high costs for government to carry out the new institutions. Through a systematic and deep rethinking about the historical events in China and other countries, for example, the Enclosure Movement in England during 15-19 Century, analyzing them from the view of Game theory, Costs of Institutional Changes, etc., formatted the main viewpoint as that the rational institutional choice of the China’s rural land is not to accumulate it but to go forward along the former stable path. |
