| 文章从农村儿童福利需求出发，以四川、贵州和宁夏的三个国家级贫困县6 个村所获取的访
谈和问卷资料为基础，探讨了中西部贫困农村地区儿童福利的现状和需求。家庭贫困对于儿童福利状
况的影响在研究样本中突出地反映出来，进一步研究发现了家庭、社区、政策等条件综合造成了贫困地
区儿童福利需求多方面得不到满足。研究的结论是: 贫困地区农村家庭、社区组织、学校和政府供给能
力不足和制度安排缺陷等因素直接影响儿童福利的满足程度。关注贫困地区儿童福利是长远解决农村
贫困问题的突破口，应对贫困儿童群体进行综合性保护并建立相关的贫困地区儿童福利监测信息体系。 |
| 英文摘要: |
| Based on the empirical data collected from the 6 villages of three counties which is under national level poverty
in Sichuan，Guizhou and Ningxia，this study examined the child welfare status and needs in the western region of China．
The impact of poor family on child welfare reflected in the study sample and further study found that families，communities
and policies conditions for comprehensive welfare need of children in poverty-stricken area caused many unmet． It concluded
that rural households，community organizations，schools and government supply capacity and institutional arrangements
defects satisfaction of a direct impact on the welfare of children． It suggested that addressing child welfare in poor areas is
start point in a long term solution to the rural poverty and provide more social protection to poor children and establish multiple-
dimension children poverty monitoring system also is necessary． |
