| 随着现代农业的发展，农村城市化进程的推进以及城市工业向农村的转移，农村环境日益
恶化。改善农村环境，保障农民环境权的呼声日益高涨。文章以农民环境权保护为视角，认为“乡政村
治”是我国现阶段乡村环境治理的主要模式，阐释了我国乡镇机构行政管理权能与村民自治权能在乡村
环境治理中的作用，并通过实证调研，分析了当前“乡政村治”模式下乡村环境治理的现状及问题，提出
从制度、运行机制及思想意识层面完善“乡政村治”，加强乡村环境治理，实现农民环境权的有效保护。 |
| 英文摘要: |
| Along with the development of modern agriculture，process of rural urbanization and transference of city industry
to countryside，rural environment is worsening． And now the voice of improving rural environment and protecting peasant's
rights is louder and louder． Based on the perspective of protection of peasant's environmental right，this paper explores the
role rural environmental management plays in protection of peasant' s environmental right，holds the view that‘township
government and village administration' is the main mode of rural environmental management in this period in China． This
paper also illuminates the effects of powers and functions of the township institutions' administrative management and the autonomy
of the villagers in the process of rural environmental management． Besides，through an investigation，the paper analyses
the current problems of rural environmental management，and suggests that we should develop‘township government
and village administration' from all levels of the system，operation mechanism and consciousness，in order to enhance rural
environmental management and protect peasant's environmental right effectively． |
