随着经济社会发展，农村已经处在社区公共服务供给机制转型的关键时期。以松江区为代表的我国东部发达地区农村已经初步具备率先推行政府购买公共服务的经济社会条件。在农村发展政府购买公共服务需要充分发挥社区既有组织资源与城市社会组织的作用，但在一段时期内，村级组织仍将是政府的主要合作伙伴。因为监督管理与提供服务的主体角色重叠以及专业化服务技能的欠缺，政府购买公共服务中的村级组织处在农村利益冲突的风口浪尖，这促使村政组织重新明确角色定位，并推动乡村治理体制转型。

英文摘要:

Market approach is one of solutions to the supply difficulties of rural public goods． Based on empirical investigation in Songjiang district，Shanghai，this study finds that，with the economic and social development，the rural communities has been through a critical period of transformation of public service provision mechanism． Meanwhile，the rural communities in eastern developed regions have a good basis to practice government purchase of public services． However，the author also believes the village-level organizations will be the governments' key partners and play an irreplaceable role in a certain period of time． In order to improve government's purchase of services in rural community，we should make good use of the existing rural community organizations and NPOs in cities． Last but not least，the local government's promotion is also very important to the development of rural social organizations．
