| 文章以农地制度变迁中的农民权益为主线，通过提出研究假说并加以验证的形式，对以往
的研究成果进行了较系统的归纳。认为: 农民权益是农地制度变迁的内核，重视农民权益，充分尊重农
民意愿，满足农民的制度需求，在此基础上形成兼顾博弈各方的制度变迁内在机理，才能促成帕累托改
进式的制度变迁格局。历史只会选择那些为了农民、服务于农民权益，而非无视农民、伤害和剥夺农民
权益的农地制度。这是国内外学者研究形成的共识，也是数十年中国农地制度变迁经验的凝结。在当
前的城市化背景下，它应该得到珍视。 |
| 英文摘要: |
| Based on farmers' rights involved in the reform process of Chinese rural land institution，this paper summarized
the previous studies and tried to propose and to test a hypothesis． It is farmers' rights that keep the center part of rural land
reform． Only taking special attention to farmers' rights，fully respecting farmers' willingness，meeting famers' institutional
needs and accelerating institutional reform can achieve the goals of Pareto improvement in a larger extent． It is history that
chooses the rural land institution serving for farmers and their rights but hurting and depriving them． This has already become
a common sense among scholars from domestic and abroad． Moreover，it is also been considered as the wealth experiences
of Chinese farmland institutional changes． It should be fully valued in the context of current urbanization |
