| 长三角这样的经济发达地区的“三农”问题主要是农业问题, 农业问题主要是农业的生态功
能和文化功能恶化问题, 而两种功能之间又是相互影响密不可分的。以S市为例来看, 优化农业生态功
能的主要措施是发展生态农业, 但现代生态农业建设中存在着轻视嫁接传统生态农业经验的盲区;优化
农业文化功能的主要措施是修复传统自然农业文化, 而这恰恰是传统文化保护的软肋。要优化农业的
生态功能和文化功能, 需要努力促成现代生态农业建设与传统自然农业文化(其中首要的是传统生态农
业经验)修复的有机结合, 以达至现代生态农业建设、民间传统文化保护、自然生态重塑等多重功效。 |

| The agricultural issue is the most severe problem among the issues of agriculture, farmer and rural area in Yangtze River Delta———a well developed area. Furthermore, the agricultural issue primarily refers to the deterioration of the
agricultural ecological and cultural function. These two functions closely interact to each other in the practice. Taking the
City S as an example, developing the ecological agriculture belongs to the main strategies of strengthening the ecological
function. However, people easily tend to ignore the traditional ecological agriculture experience while the implement of the
modern ecological agriculture construction. The main strategy of enforcing the cultural function is to restore the traditional
natural agriculture which is exactly the weakness part of the traditional culture preservation in Suzhou. In order to enhance
both these two functions, people need to take efforts to develop the modern ecological agriculture, to restore the traditional
natural agriculture and to combine them together at the same time, so that the multi effects involving the development of
modern agriculture, the preservation of the traditional folk culture and the restoration of the natural ecology be achieved successfully. |
