| 文章以H省红村扶贫开发个案为文本, 分析和探讨了转型期中国目标管理责任制的运作逻
辑及其主要特征。研究发现, 目标管理责任制作为转型期基层治理中的基本策略与技术之一, 是国家治
理转型背景之下, 对压力型体制和动员型政治的一种制度创新, 是转型期国家与社会关系调适的新形
式。基层组织在实践中发明和采取了一系列应对目标管理责任制的非正式技术, 在为目标责任制的有
效运行准备了相应策略基础的同时, 也为行政与政治的互嵌运作提供了可能。 |

| BasedonthedevelopmentforpovertyreliefofvillageHonginH province, thepaperanalysesandprobesthe
characteristicandlogicoperationofthetargetmanagementresponsibilitysystem.Thefoundshowsthat:thetargetmanagementresponsibilitysystemisthebasicstrategyandtechnologyinlocalgovernance;
itisnotonlyaninnovationofthepressuresystem
andmobilizationofpolitical, butalsoanewformofrelationshipbetweenstateandsociety.Thegrassrootsgovernmentcreatesandadoptsaseriesofinformaltechniquestocounterthetargetmanagementresponsibilitysystem,
which
notonlypreparesfortheeffectiveoperationthatthetargetmanagementresponsibilitysystemneeds, butalsoprovidesthe
possiblefortheembedmentoperationoftheadministrationandpolitics. |
