国家形象的传播渠道是多层次多维度的。在复杂多元的国际传播环境下, 利用大众传媒及国家政治和民间的各种外交行为来掌握我国在国际传播中的主动权, 对构建我国的国家形象有重要意义。全国人大对外交往已形成了多层次、多渠道、多形式、全方位的对外交往格局, 成为传播我国国家形象的重要渠道之一, 为国家关系的发展奠定了坚实的民意基础和社会基础, 充实了新的内容。文章首先论述了议会外交对构建国家形象的意义, 接着对全国人大对外交往中的媒体策略及其对外交往的状况进行了分析, 随后分析了全国人大对外交往与传播对构建我国的国家形象起到的独特而重要的作用, 提出需要不断加强全国人大对外交往与对外传播, 为我国改革开放创造良好的国际环境, 及构建“民主、开放、文明、负责任”的良好的国家形象服务。

Thedistributionchannelsofnationalimagearemulti-dimensional.Underthisbackground, theauthortriesto exploretheinitiativeofPRCintheinternationalcommunicationprocess, whichcontributesalottoChinasnationalimage construction, byusingthemassmediaandallkindsofdiplomaticbehaviorsexistedinnationalpoliticsandthesociety.The NPCsdiplomacyhasformedamulti-level, multi-channel, multi-formatandfull-rangediplomaticsetupandhasturnedout tobeoneoftheessentialchancelsofpropagandaChinasnationalimage.Italsolaidasolidfoundationofpublicopinion andsocialbasisandenrichednewcontenttointerstaterelations.Thispaperdiscussesthesignificanceofparliamentarydiplomacymeanstothenationalimageconstructionatfirst, andthentriestoanalyzethemediasstrategyexistedintheNPCs diplomaticprocessanditsinfluencetothespecificdiplomaticsituation.Basedonthese, thispaperputsforwardthatwe needtokeepstrengtheningtheNPCsdiplomaticandinternationalcommunicationcapacityinordertocreateamorefavorableinternationalenvironmenttoChina sreformandopeningup, andtoconstructa“ democratic, opened, civilizedandresponsible” nationalimageserviceaswell.
