| Thegovernmentregulationsystemhasthelegitimacyofexistence, buttherearestillmanyhazardsexistedinexcessiveregulationandcontrolvacancy.
Thebroaderscopeofgovernmentregulation, thedeeperthedegreeofintervention
fromgovernmenttoeconomicandsociallifeshouldbe, themorenarrowthescopeofthepublicrightsemerge.However,
powerexpansiongeneratesfrom thegovernmentregulation.Moreover, theinterestsofthegameaffecttherighttocontrol
andserviceawareness.Governmentregulationshouldalsobeakindofservicefromanotherpointofview.Bystrengthening
thegovernmentspublicservicefunctions, theauthorconsidersthatpromotegovernmenttransformation, reflectingthevalue
