| 文章首先介绍了国内实施苹果套袋补贴示范项目的目的和方法, 然后结合国家宏观统计数
据、主管部门统计数据、果农调查数据, 从经济效益、社会效益和项目区农户评价三个方面对苹果套袋补
贴的实施效果进行分析评价。总体来看, 苹果套袋补贴具有提高优质果供给量、提高农民收入和促进产
业结构调整等经济效益, 具有促进人民身体健康、保护生态环境等社会效益;但是, 从果农调查情况来
看, 试点补贴力度和覆盖面较小, 对果农的生产行为影响并不大。建议政府完善补贴政策, 创新补贴方
式;加大补贴力度, 增加直接补贴, 并且将直接补贴和套袋补贴有机结合起来;补贴实施过程中坚持公开
原则;实施差异化补贴。 |

| Thispaperintroducedthepurposeandmethodsofimplementationforapplebaggingsubsidiesfirstly, thenevaluatedtheeffectofthesubsidiesfromperspectivesofeconomicbenefits,
socialbenefitsandfarmvaluewithmacroeconomic
statistics, dataprovidedbyauthoritiesandhouseholdsurveymaterials.Asawhole, applebaggingsubsidiescreatealotof
economicbenefitssuchasimprovingthequalityoffruitsupply, improvingfarmers' income, readjustingindustrialstructure,
promotinggoodhealth, protectingtheenvironmentandsoon.However, theinvestigationresultalsoreflectstherewas
littleinfluenceonfarmers' producingbehaviorduetotheweakenforcementsystem? andlimitedcoverageofsubsidyinpilotprograms?.
Therefore, theauthorsuggestedthegovernmentneededtoperfectthesubsidiespolicy, toinnovatetheimplementationmethodactively,
tointensifythesubsidies, toincreasedirectsubsidiesandcombineitwithbaggingsubsidies
effectively, topersistinopenprincipleintheimplementalprocessandtoprovidedifferentiatedsubsidiestodifferentstakeholders |
