| 法兰西社会学派的组织观为研究我国农民用水户协会提供了一个新的视角, 即将其作为一
种多方实践者的建构, 探讨内部各行动者之间互动合作的过程和逻辑。文章以湖南省T灌区一个用水
户联合会为例, 总结了农民用水户协会在组建及运行管理的实践中所呈现出的特点, 并进一步分析了其
面临的深层次问题及成因。组建过程中, “中继者”的角色扮演是影响协会能否可持续发展的关键;协会
内部的运行管理, 则是取决于协会主席、执委及普通农户分别在工程、灌溉和日常管理中的权力关系和
各自的权力使用。就农民用水户协会或联合会的可持续发展, 笔者从组建及运行两方面提出了相关
建议。 |

| Asaconstructionofmulti-practitioners, theFrenchschoolofsociologyprovidesanewperspectivetoexplorethe
processandthelogicoftheinteractionbetweendifferentstakeholdersinWaterUserAssociations(WUAs).Basedonthe
caseofChangheWUA inTIrrigationDistrictofHunanProvince, theauthorsconcludethecharacteristicsshowninthe
practice, andfurtheranalysesomecurrentproblemsandcauses.Intermediatoristhekeyroleattheestablishmentstageof
WUAs.Therelationofandtheusingofpoweramongthechief, executives, andfarmersarethemostimportantfortheoperationofWUAs,
inregardofengineering, irrigationandthedailymanagement.Furthermore, twopointsofsuggestionsare
madeaccordinglyforthesustainabledevelopmentofWUAs. |
