| 从陕南“ 5·12”地震陈村救灾/重建事件入手, 研究乡镇政权在救灾和重建两个不同场景下
的行为。研究发现由于地震的突袭而至造成结构的暂时性断裂, 而乡镇干部舍生忘死也呈现出一个“自
我消失”的仪式性回归, 即上下同心。当抗震救灾场景结束, 结构重新也在现实中复苏, 乡镇政权再次受
到上下结构的压力, 其在灾后重建过程中的行为不但让灾民不满意, 也导致上下不同心。研究认为, 无
论是结构暂时性断裂还是结构复苏, 如果没有乡镇政权参与其中, 救灾重建将呈现更为混乱的局面。因
此, 对乡镇政权一刀切或者采取虚拟政权的方式目前来说均不可取, 对待乡镇政权应该是及早革除弊
端, 发挥其积极作用才是上策。 |

| TostartwiththedescriptionofreliefandreconstructioninShaanxi5· 12 earthquake, thispaperfocusesondiscussingdifferentlocalgovernment'
sactionsinvolvedintwodifferentsituationsofreliefandreconstruction.Theauthorbelievesthattheaccidentalearthquakecomingcreatesthetemporalruptureofstructureabruptly,
meanwhile, thebehavior
thattowncadrescarelessaboutlifeordeathrepresentstheriterecovering, whichisthesameasthe`unityofupper/lower
structure' (theaccordofcentralgovernmentandlocalgovernment)mentionedinthearticle.Theupper/lowerstructurewas
recoveringagainwhenthereliefsituationended, andthetownregimewasalsoplacedunderthepressureofstructure,
whichappearedthechangefrom theunityofupper/lowertothedisaccordofupper/lower.Thedisordersituationwouldappear,
iftownregimedidn' tparticipateinthereliefandreconstructionprocess.Therefore, theauthordisagreeswiththelocalgovernment'
snon-discretionaryimplementalactionandthevirtualpowermethod, andsuggeststhattownregimeshould
playmoreandmoreactiveroleinruraldevelopmentthroughreformingitsabuseasearlyaspossible. |
