| 通过抗震救灾志愿服务和奥运志愿行动的推动, 志愿服务在我国尤其是北京得到持续发展。
在志愿服务的发展过程中, 作为志愿服务活动的组织载体, 北京的志愿者组织发挥了重要的作用。文章
以北京志愿者协会现有的志愿者组织团体为主要研究对象, 通过问卷、访谈等形式对北京的志愿者组织
进行了调研, 在此基础上梳理了志愿者组织发展的现状, 分析了北京的志愿者组织在管理体制、资金筹
集、社会动员、合法成立等方面存在的问题, 并提出应当建立枢纽型志愿者组织, 加强志愿者组织的统合
管理;设立志愿服务基金会, 拓展志愿服务的筹资渠道;搭建信息化平台, 有效对接志愿服务供给与需
求;完善志愿服务政策法规, 推进志愿者组织的制度化、常态化发展。 |

| The volunteer service has g radually developed , as driven by “ 5·12” Wenchuan Ear thquake volunteer and
Olympic volunteer in China especially in Beijing .During the process of volunteer service development , volunteer organizatio
ns as org anizatio n carrier of volunteer service , have played impo rtant role .This paper focuses on the current volunteer
o rganization member s as the main research objective , and discusses the present situation of the organization' s development
based on the usage of questionnaire and interview methods.The author analy ses problems existed in the management
mechanism , fund collection, social mobilization and leg al establishment sections .At last , the author sug gests China should
establish the piv otal volunteer organization and enhance the ability o f unified management ;set up the volunteer service
foundation and enlarge the way of fund collectio n;build the information platfo rm and connect the supply w ith needs effectiv
ely ;consummate the related policy and improve the dev elo pment o f volunteer org anization in the direction of institutio nalization
and normalizatio n. |
