| 通过大量文献综述, 结合多年的农村调研实践, 文章回顾了几十年来我国农村政策的演变历
程, 梳理了有关中央文件的出台过程, 提出我国农村政策决策的形成存在8 种模式, 借助案例比较法, 就
8 种决策模式的形成机制及政策效果进行了深入分析, 并通过分析其发展趋势提出公众参与模式和多
元化智囊型模式将成为未来我国农村政策决策的主要模式, 农村政策决策将更加规范化、科学化和民
主化。 |

| Based on review ing on relevant references and first-hand visits in rural China , this paper provides an overview
of major policy changes in rural China over the past decades years and then focuses on the discussion of eight policy making
mechanism using policy examples fo r illustration .Finally , it briefly discusses the trends in policy making in today' s China
and points out that the public par ticipation model and the multiple think tank models have become more important than
ever .The rural policy decision forming w ill be mo re normative , scientific and democratic . |
