在对计划干预的线性与循环模式进行反思的基础上, 文章从行动者的角度分别对农业发展和国家政策进行分析, 揭示了干预实施过程的复杂性:农民不是简单地被视为被动的接受者, 而是积极地根据他们自己的项目进行决策并同外部机构与人员进行互动;干预的过程是一个不断进行的社会构造与谈判过程, 而非简单的对现有计划及其预期产出的执行过程。因此我们需要对干预的概念进行重新构建, 摆脱旧有模式与思维的限制以更好地理解发展干预过程。

英文摘要:

Based on the reflection about the deconstructio n of liner and cy clical models of planned interventio n, this paper mainly analyse tw o issues concerning about ag rarian development and sta te policy with actor-oriented analysis , pointing out that the intervention practices and processes is very complex :farmers are not simply to be seen as passive recipients , but as active strategists in terms o f their ow n projects and interacting with outside institutions and personnel;I ntervention process is an ongoing socially constructed and negotiated pro cess, not simply the execution of an already-specified plan of actio n with expected outcomes .Thus, we need to reconstruct the concept of intervention , in terms of having better understanding on the process of interventio n and avoid ge tting into the restriction from tr aditinal ways.
