80 年前, 著名的犯罪社会学家严景耀先生从社会适应角度对北京市犯罪问题进行了调查研究, 认为犯罪者在改变的社会环境中失去适应能力而导致犯罪。在80 年后的今天, 我国的城市化进程加速进行, 社会流动空前频繁, 大量的农村剩余劳动力纷纷涌向城市, 形成了一个庞大的社会边缘群体, 流动人口犯罪问题日益突出。文章在最新的流动人口犯罪调查基础上, 对比严景耀先生80 年前的研究成果, 重新认识社会转型过程中必然伴随的社会失范, 指出在必经的城市化阵痛中, 要更好地引导“ 不适应的外乡人” , 以积极的态度应对社会环境的改变。

80 y ears ag o , Mr .Yan Jingyao , the famous criminal sociologist , studied criminal issues from the view of social adaptability , and co nsidered that losing adaptability in the changing social sur roundings led to crimes.Eighty years, later Urbanization process is accelerating , and social floating is unprecedented, a large number of rural mig rants sw armed into cities, and have formed a big social marginal g roup , w hich led to a severe rural mig rants crimes.Based o n the latest research, this paper made a comparison w ith M r .Yan Jing yao' s research, reunderstood the necessary social anomo ly in the process of social change to help rural migrants better adapt to city life.
