2003～ 2005 年, 作为国家林业局确定的集体林权制度改革的试点省份之一, 福建省率先在全国开始实施农村集体林权制度改革。文章以笔者在福建农村的实地调查为基础, 对福建集体林权制度改革所取得的成效进行了初步的探讨和反思。文章认为, 集体林权制度改革虽然取得了实质性的经济绩效, 但是却并不能完全归因于林改本身所形成的激励机制, 林木市场的整体复苏发展以及林权经营者所获取的政策性增收等因素对林权制度改革的绩效提升也发挥了重要作用。与此同时, 在有的农村地区, 林改的社会效用普遍被忽视, 致使林改后林权高度集中到少部分人手中, 大部分农民并没有真正享受到林改所带来的收益, 林改在很大程度上未能实现“ 耕者有其山” 的改革目标。

英文摘要:

Betw een 2003 and 2005, as one of the three trial provinces selected by the State Forestry Administration fo r the refo rm of the Collectively-Ow ned Forestry System (COFS), Fujian Province took the lead in the country in embarking upon the refo rm of the rural COFS.Drawing upon the investigation I conducted in the countryside of Fujian, I offer a preliminary exploration of and reflection upo n the effect that the reform of the COFS in Fujian has achieved.I t argues that , in spite of what seems like the eco nomic achievements of the reform of the COFS , this cannot be simply attributed to the incentive mechanism shaped by the reform .I t also lies in a revival and development of the wood market as a whole and the rise in income the operato rs of fo rest have gained that is brought about by the new policy ——— all o f this has played an impor tant part in enhancing the effect of the reform .In the meantime , it is also true that the forest ow nership has been concentrated highly in a small number of people due to an igno rance of the social effect of the reform .As a result , the majo rity of the farmers have not substantively enjoy ed the benefits brought about by the reform , and the refo rm itself , to a large degree , has no t achieved its goal and tenet of' land to the tiller' .
