改革开放以来, 我国的扶贫事业取得了重大成就。目前, 多种因素导致我国农村贫困原因复杂化。为了配合政府职能转移战略目标的顺利实现以及探索新的扶贫思路, NGO 参与扶贫开始受到重视。由于资金使用较为灵活、试错成本低以及在扶贫点上动员和参与作用较明显, NGO 在启蒙农民的公民意识、提供社区公共产品和将农民重新组织化方面能发挥作用。然而, 我国NGO 相关法律法规处于不断完善之中, 扶贫类NGO 也尚处于发展初期, 因此实现组织的可持续发展成为亟需探讨的课题。文章将一些致力于公共卫生防治、环境保护的NGO 也纳入广义的扶贫范畴而加以分析, 分别从NGO 组织内部的公益宗旨、理事会治理结构、组织目标多元化、人力资源以及组织与外部环境的关系探讨了当前农村社区扶贫类NGO 的可持续发展机制的几个问题。

英文摘要:

Great achievements have been made in poverty alleviation in China since the reform and opening up .In line w ith the role switch of government functions and the quest for new pov er ty alleviation appro aches , NGO-par ticipated poverty alleviatio n has begun receiving attentions .NGOs can play a big role in enlig htening peasant' civic consciousness, providing public g oods and o rganizing farmers, thanks to their flexible use of funds , low-cost exception experiments and convincing ro le of mobilization and participation .The relevant leg al framework fo r NGO is still being developed in China . NGO-participated po verty alleviation is still at the initial stage .It is an imperative topic to research the sustainable development of NGOs.This paper analyzes NGOs wo rking in a broad domain including public health care , environmental protection etc to ex amine the sustainable g row th issues sur rounding the po verty alleviation NGO in aspects like their public benefit objectives, management structure , missio ns, human resources as well as the ulterior environment .
