| 水资源短缺已成为中国经济发展面临的主要威胁, 非农行业与农业争水现象普遍, 水资源
“ 农转非”已是大势所趋。文章以河北省兴隆县转轴沟村水资源转移为例, 在实地调研的基础上, 着重探
讨了水资源“ 农转非” 对农村发展已经发生和潜在的影响。结果发现:水资源“ 农转非” 不仅会挤占农村
经济发展所必须的水资源, 而且还会危害自然环境、破坏未来水资源的供给能力, 并会在一定程度上侵
犯农民的水权, 影响农村社会的团结稳定。建议必须在水资源转出速度和数量上给予限制;加强节水型
社会的构建;尽快研究、完善中国的水权制度;并应克服无序竞争性用水行为, 及早采取切实可行的开
源、补偿、保障及管理等配套措施, 以保护农民的切身利益, 实现农业和农村的持续、稳定发展。 |

| Water scarcity has become the leading facto r constraining the economy development in China .Competition fo r
limited water resources be tw een ag riculture and hig hly valued domestic and industrial water uses is rapidly increasing .I t
has been inevitable that w ater is transferred out of agriculture .This paper looks into the impacts and potential adverse impacts
of transferring water out of ag riculture on rural development , from the field survey in Zhuanzhougou Village , Xinglo
ng County , Hebei Province in China .The consequences are that transfer ring w ater out of agriculture no t only seizes the
w ater fo r rural economy development , but also endang ers enviro nment and water supply in future , and it can infringe on
farmers' w ater rig hts to a certain ex tent .It is argued tha t comprehensive reforms are required to reverse those adv erse impacts
o n rural development .So it is necessary to improve the w ater rights sy stem in china as quickly as possible .Moreover
it is very impo rtant to adopt suppo rting measures , such as saving , development , compensation , g uarantee and administratio
n.To sum up , measures avoiding chaotic competitive water use must be put into practice , so as to protect the farmers(
economic pro fit and to implement the sustainable development of agriculture and rural development. |
