| 建立持久、稳定的农民自愿筹资机制是新型农村合作医疗长效运行的前提基础。在农民、政
府及医疗机构等利益相关主体博弈导致合作医疗出现支付瓶颈的约束条件下, 筹资机制的创新要在遵
循服务可及性、公平性的前提下, 通过筹资渠道、筹资比例、筹资模式、筹资统筹层次等方面加以完善, 并
通过政府的制度设计、市场监管, 最大化满足农民的基本医疗卫生服务需求 |

| A stable funding mechanism is the foundation of the new rural medicare cooperatives.Now there is the bottleneck
issue of financing the medical care scheme for farmers , a result of game play between the farmers, the government
and the medical institutions.The fund raising mechanism should take service reachablity and equality as the prerequisite ,
to be enhanced via improving the fund raising channels , the percentage , the mode , and different levels of fund raising .
The go vernment is responsible for designing and the market for supervisio n so as to maximize the basic needs of farmers fo r
medical care . |
