| In the course of changing from the planed economic system to a market economic system , the histo rical conditio
ns on which so cial mobiliza tio n is based has disappeared g radually .There are tw o changes in the w ay that the State operates
social mobilization .First, the capability of the state carrying out so cial mobilizatio n is going dow n.Second, the direction
w here the mobilization goes is facing with different options, w hich all takes efficiency as the primary objective .
The cause for the first change is the result of the State' s weakening control over the resources.The seco nd is the result of
w orship fo r developmentism in the marketizatio n process |
